Jacuzzo believes that the Aero Tank Atomizer electronic cigarette ban came about because they have become increasingly popular on campus, and it is possible for students to put illegal substances into the electronic cigarette container.
The bill will be introduced next week, said Ashlee Moore, an aide to Kleefisch. Moore said the bill has at least 15 Republican cosponsors and is supported by the Tavern League of Wisconsin and Johnson Creek Enterprises, a Hartlandbased manufacturer of vaping juices and other products.
Montana’s H.B. 579, proposing a 0.0173 cent tax per milligram of nicotine in the vapor product for each milliliter of consumable material, was officially withdrawn on March 5. The state Legislature’s website lists the bill as probably dead.
The bill could also impact a proposed change to Madison’s zoning code. The change would ban tobacco and ecigarette retailers within 1,000 feet of schools, day care centers, playgrounds, youth centers, parks, libraries and health care facilities.
Ald. Lauren Cnare, who introduced the measure adding ecigarettes to Madison’s smoking ban, said Kleefisch’s bill would undermine local control and allow people to be exposed to potentially harmful vapors that are unregulated and largely unstudied.
According to the CDC, there are three routes of exposure that are toxic to children. Even without swallowing, when taken into the mouth, liquid nicotine will be absorbed into the child's mucous membranes, just like nicotine gum. If swallowed, it will be absorbed in the intestinal tract.
The liquids used to refill these devices are sold in cartridges, vials and small bottles that are not required to be childproof. The American Academy of Pediatrics AAP maintains that at the lethal dose range of nicotine some small 15mL bottles of eliquid contain sufficient liquid nicotine to kill four small children. One swallow can be fatal.
Proponents of Eletronic Cigarettes Z6 kit ecigarettes say their lack of tar and carbon monoxide make them healthier than regular cigarettes, but opponents say ecigarettes contain heavy metals and may be harmful to others. The opponents say smokers should use medications, patches and gums, not ecigarettes, to try to quit.
